The Community Action Partnership of North Alabama's goal is to seek solutions to social and economic problems related to poverty. We are proud to be a key human resource provider for families in Morgan, Lawrence, Cullman, Franklin, Blount, Colbert, Marion and Winston Counties.

Emergency Assistance

211 - Information & Referral
211 is an easy-to-remember, free-to the-user phone number linking people with the services they need. Dialing 211 connects the caller to a specialist who can assess the caller's needs and link the caller to the right solution using a comprehensive database of services - federal, state, and local; government and nonprofit. 211 is for everyone. Low Income Home Energy Assistance Program
Assistance on a one-time basis to low income families to meet heating and cooling energy costs and to prevent energy from being terminated in health crisis situations. Funds are paid directly to utility companies and vendors. For more information contact Sue Stancil.

 

Operation Warm
Morgan & Lawrence County
A limited area energy program that provides assistance on a one time basis to persons who are elderly, handicapped, or in health crisis situations. Funding is provided by residents of Morgan and Lawrence counties through donation of $1.00 or more above their monthly bills. For more information contact Sue Stancil.

 

Operation SHARE
Cullman County
Operation SHARE is a limited area energy program created by the Cullman Power Board and the Cullman Electric Cooperative, in conjunction with the American Red Cross, that provides energy assistance to persons in the Cullman Power Board and the Cullman Electric Cooperative service area who are elderly, disabled, or needy. Funding is provided by Cullman Power Board and the Cullman Electric Cooperative service area residents that designate and contribute $1, $2 or $5 each moth on their electric bill. Federal Emergency Management Agency - Emergency Food & Shelter
Morgan County
Food and/or mortgage/rent assistance to individuals at risk of becoming homeless because of a mortgage foreclosure or eviction notice. For more information contact Sue Stancil.
Cullman County
Food and/or utility assistance to individuals at risk of becoming homeless because of a mortgage foreclosure or eviction notice. For more information, contact Margaret Wiley.

 

Alabama Charitable Trust Fund - Utility Assistance
The nonprofit Alabama Business Charitable Trust Fund Trust was created by Alabama Power in 1992 to supplement other energy assistance efforts. The Trust works with community action agencies to help cover heating and cooling costs of low-income families and those struggling with temporary financial problems. Homeless
Assistance to homeless clients in obtaining shelter, utilities, food, clothing, medical care, job training and/or employment. For more information, contact Sue Stancil.

 

Housing

Housing Development
Affordable housing is provided for low income persons in Alabama and the Southeast. U. S. Housing and Urban Development programs, low-income housing tax credits, Federal Home Loan Bank and conventional financial resources are used. For more information, contact Terry Mount.

 

Housing Counseling
Comprehensive housing counseling services to home buyers, homeowners and renters - both current and perspective. This assistance enables them to improve their housing conditions and meet the responsibilities of tenancy or home ownership under HUD and other funding in Morgan, Lawrence and Cullman counties. Volunteer Development

Volunteers help people and change lives- in 2005, volunteers contributed more than 21,000 hours of service to individuals assisted through the services of the Partnership. Volunteer opportunities include reading to children, classroom assistance, mentoring, assisting seniors, information and referral, meal preparation and delivery, income tax assistance, clerical activities, writing, research, and other program activities that assist the Partnership with accomplishing its mission and purpose. Income Tax Preparation Assistance

Volunteer Income Tax Assistance Program (VITA)
The VITA Program offers free tax help to low- to moderate-income (generally, $39,000 and below) people who cannot prepare their own tax returns. Certified volunteers sponsored by the Partnership receive training to help prepare basic tax returns for residents of Morgan County. For more information, contact Laurie Lincoln.

 

Tax Counseling for the Elderly (TCE)
The Tax Counseling for the Elderly (TCE) Program provides free tax help to people age 60 and older. Trained volunteers from the Partnership provide free tax counseling and basic income tax return preparation for senior citizens. For more information, contact Laurie Lincoln.

 

Individual Development Account

Individual Development Accounts (IDAs) are emerging as one of the most promising tools that enable families to save, build assets, and enter the financial mainstream. IDAs encourage savings efforts among low to moderate income individuals by offering them one-to-one, two-to-one, or more generous matches for their own deposits. IDAs reward the monthly savings of families who are trying to buy their first home, pay for post-secondary education, or start a small business . For more information, contact Laurie Lincoln.

 

Training Services

Results Oriented Management and Accountability
Today, Non-Profits are expected to deliver services that are high impact and produce results. The Community Action Partnership offers a two-day learning session that equips participants with the tools and the skill necessary to indentify programmatic outcomes and report their impact. Training areas include identifying outcomes, logic model development, measuring results using an outcome scale, and impact illustration using an outcome matrix. Accountable Case Management
The Community Action Partnership offers a one-day learning session that introduces participants to fundamental case management principles and techniques. A unique element of this training session is its close connection to outcome management. This session can be presented in conjunction with the Results Oriented Management and Accountability training session. For more information contact Jack Green.

 

Energy Conservation

Weatherization
Provides energy conservation improvements, including insulation, weather stripping and storm windows for households that meet established income guidelines. This program serves Morgan, Lawrence, Cullman, Marion and Winston counties. Reduces energy consumption by an average of 30% per household. For more information, contact Tracey Rhodes.

Independent Living

Senior Companion
Seniors, 60 and older, are recruited to provide help in the homes of individuals at risk of having to accept alternative care rather than continue to live in the comfort and familiarity of their homes. They offer light housekeeping, prepare meals, monitor medications, encourage exercise and provide respite care. They enable their clients to maintain their independence. Services are provided in Morgan, Lawrence, and Cullman counties. For more information, contact Margaret Wiley.

 

Meals on Wheels
This program provides a nutritious meal and a brief wellness check each weekday for eligible homebound elderly and/or handicapped adults in Morgan County. One-hundred percent locally funded through support from city and county governments, United Way, churches, individuals, civic and social clubs, various organizations, The Decatur Daily and other area businesses. k For more information, contact Sue Stancil.

 

Early Childhood Development

Head Start
Preschool education for children, ages 3-4 in Winston, Blount, Lawrence, Marion, Cullman, Franklin, Colbert and Morgan counties Services include education, parent involvement, health and dental care, nutrition, disability services and social services. Early Head Start
Serving pregnant women, infants and toddlers in Blount (Oneonta), Morgan (Hartselle) and Lawrence (Moulton) counties. Families receive the same services as provided by the Head Start program. The scope of this programs is to meet the individual needs of children beginning with prenatal care extending up to age three. For more information, contact Tia Martin.

 

Full Day / Full Year - Head Start
Serving preschool children from 3 to 5 years of age (includes extended day care) in Morgan (Hartselle) and Lawrence (Moulton) counties. Services include the same as provided by Head Start. This program is to aid working parents or those who are still in school. For more information, contact Tia Martin.

 

Alabama Pre-Kindergarten Program
The Alabama Pre-Kindergarten Program is an initiative of the Alabama Office of School Readiness; a division of the Alabama Department of Children's Affairs. This program provides full day (6.5 hours of services), five days per week, and 175 days per year of appropriate children's program for eligible four year olds in Blount County. Foster Grandparents
Seniors, 60 and older, are recruited to serve in area schools, day care centers, Head Start and Even Start programs, boys and girls clubs, and other community agencies which serve children with disabilities. By sharing a lifetime of experiences, they make immeasurable difference in many children's lives, throughout Morgan, Lawrence and Cullman counties. For more information, contact Margaret Wiley.

 

Information & Technology Consulting

Non-Profits in need of technical assistance or advice on information systems often find themselves at the mercy of a consultant without a non-profit perspective. The Community Action Partnership can provide consultation services to your non-profit on a variety of information technology issues that keep your best interest in mind and from a non-profit perspective.
